Opposition leader sentenced to 8 years in Rwanda

KIGALI, Rwanda (AP) ? A Rwandan court sentenced the country's top opposition political leader to eight years in prison on Tuesday for treason and on a charge stemming from this central African nation's murderous ethnic attacks 18 years ago ? genocide denial.

The opposition leader, Victoire Ingabire, returned to Rwanda in 2010 after living abroad for 16 years and quickly visited the country's genocide memorial, where she asked why Hutus killed in the violence were not recognized like the minority Tutsis were. She had planned to run for president but instead was arrested.

More than 500,000 Rwandans, mostly ethnic Tutsis and moderate Hutus, were killed in Rwanda's 1994 genocide. In the wake of that violence, the government set out to de-emphasize ethnicity. Many in the country now identify themselves simply as a Rwandan, not a Hutu or Tutsi.

The government accused Ingabire ? who has had contacts with the FDLR, a group of Hutu fighters in Congo ? of trying to raise an armed group, a charge Ingabire denied. The court on Tuesday acquitted her on charges of promoting ethnic division, genocide ideology, creating an armed group, and complicity in terrorist acts.

Ingabire's lawyer, Iain Edwards, said Ingabire will appeal the court's ruling.

"That's the problem I have with this government. If you talk about ethnicity, they say you are a divisionist," Ingabire said in a 2010 interview with The Associated Press after she was put under house arrest. "I think the better solution is you talk about it and find a solution."

The government's chief prosecutor, Martin Ngoga, responded that Ingabire's statements were not simply a free-speech issue because she could incite Rwanda "to once more explode" as it did in 1994.

President Paul Kagame has been lauded by the international community for leading Rwanda through nearly two decades of peace, for advancing women's rights and for leading the country to strong economic growth. But the court's sentence reinforces the view by political analysts that opponents of Kagame have little space to operate in post-genocide Rwanda.

Human Rights Watch criticized the guilty verdict as the culmination of a "flawed trial that included politically motivated charges."

"The prosecution of Ingabire for 'genocide ideology' and divisionism illustrates the Rwandan government's unwillingness to tolerate criticism and to accept the role of opposition parties in a democratic society," said Daniel Bekele, Africa director at Human Rights Watch. "The courts should not be used for such political purposes."

Human Rights Watch said it can't comment on the veracity of the charges relating to Ingabire's alleged collaboration with armed groups, but expressed concern that some of the evidence used to convict her appears to be unreliable.

Though Rwanda appears serene on the surface, Ingabire's political party ? FDU-Inkingi ? calls Kagame a dictator. The party urged Rwandans to remain calm and "to get ready for the day to march until freedom is won."

"This is a conclusion of a long chapter of hope that the current dictatorship would understand how important peace, genuine unity and sustainable reconciliation are," a statement from a party leader Boniface Twagirimana said.

Judge Alice Rulisa, speaking for a three-judge High Court panel, said Ingabire was given a lighter sentence because she had written a letter to Kagame asking for leniency. Edwards, the lawyer, said Ingabire admitted to no crimes in the letter.

The trial began in September 2011 and wrapped up in April. Four co-defendants all implicated Ingabire in collaboration with armed groups.

The prosecution had requested a total of 35 years on the two charges. The court said it gave credibility to Ingabire's argument that she had been out of the country for so long that her statements and speeches were out of touch with reality when she returned to participate in the 2010 presidential election.

Ingabire withdrew from her case in April, citing a lack of an independent judiciary.

Twagirimana told AP after the ruling that Ingabire should appeal to a court outside Rwanda, such as the African Court on Human and People's Rights.

Ingabire's co-accused, four men who are all former members of the Democratic Forces for the Liberation of Rwanda (FDLR), were also handed lighter sentences Tuesday after they pleaded guilty on all charges and pleaded for leniency from the court.

Lithuania in crisis over who should form next govt

VILNIUS, Lithuania (AP) ? Lithuanian politics were in turmoil Monday after the president moved to block three opposition parties from forming a new government because one of them is accused of vote buying and fraudulent financing.

The unexpected development complicated coalition talks after Sunday's parliamentary election, which saw the center-right government punished by austerity-weary voters in the recession-scarred Baltic nation.

The main opposition Social Democrats won the vote and announced plans to form a left-leaning government with the Labor Party, which finished third, and the fourth-placed Order and Justice party.

But President Dalia Grybauskaite, a former EU budget commissioner, told reporters she couldn't accept a government that included Labor due to the fraud allegations against it.

Lithuanian prosecutors and election officials have accused at least two Labor Party members of vote buying, with one allegedly purchasing votes from prison inmates. In addition, Russian-born party leader Viktor Uspaskich is under criminal investigation for his alleged role in fraudulent party financing.

"I believe that a party suspected of serious electoral law violations should not be allowed to participate in forming a new government," said Grybauskaite.

Uspaskich, who had to resign as economy minister in 2006 for a conflict-of-interest case involving business in Russia, was indignant.

"This is a democratic country and no one has the right to spit on the people's choice," Uspaskich, a member of the European Parliament, told reporters.

Before the election, he hinted that he could step down as party leader if it would help Labor's political fortunes.

However, the party's problems run deeper now and could prove a stumbling block for Algirdas Butkevicius, the Social Democratic leader and probable next prime minister.

The president said she was ready to ask the Social Democrats to form a government, but without Labor it would need to find another coalition partner to secure a majority in Parliament.

That could open the door for Prime Minister Andrius Kubilius' conservative party, which finished second in the election. Kubilius has suggested to reporters that his party was open to coalition talks with the Social Democrats.

The Social Democrats, however, have vowed to undo some of the austerity measures imposed by Kubilius' government and have criticized plans to build a new nuclear power plant, which Kubilius sees as crucial to ensuring the country's energy independence.

Grybauskaite, who has limited powers as president, may ultimately have no choice but to approve the three-party center-left government, which would control 78 seats in the 141-member legislature.

(AP) ? A magnitude 7.7 earthquake struck off the west coast of Canada, but there were no reports of major damage. Residents in parts of British Columbia were evacuated, but the province appeared to escape the biggest quake in Canada since 1949 largely unscathed.

The U.S. Geological Survey said the powerful temblor hit the Queen Charlotte Islands just after 8 p.m. local time Saturday at a depth of about 3 miles (5 kilometers) and was centered 96 miles (155 kilometers) south of Masset, British Columbia. It was felt across a wide area in British Columbia, both on its Pacific islands and on the mainland.

"It looks like the damage and the risk are at a very low level," said Shirley Bond, British Columbia's minister responsible for emergency management said. "We're certainly grateful."

The National Weather Service issued a tsunami warning for coastal areas of British Columbia, southern Alaska and Hawaii, but later canceled it for the first two and downgraded it to an advisory for Hawaii.

Gerard Fryer, a senior geologist with the Pacific Tsunami Warning Center, said the first waves hitting shore in Hawaii were smaller than expected.

Hawaii Gov. Neil Abercrombie said early Sunday that the Aloha State was lucky to avoid more severe surges after the powerful earthquake struck off the coast of Canada. Abercrombie said beaches and harbors are still closed statewide.

"We're very, very grateful that we can go home tonight counting our blessings," Abercrombie said.

The weather service also canceled a tsunami advisory for Oregon, leaving northern California as the only spot in North America still under a tsunami advisory.

Dennis Sinnott of the Canadian Institute of Ocean Science said a 69-centimeter (27 inch) wave was recorded off Langara Island on the northeast tip of Haida Gwaii, formerly called the Queen Charlotte Islands. The islands are home to about 5,000 people, many of them members of the Haida aboriginal group. Another 55 centimeter (21 inch) wave hit Winter Harbour on the northeast coast of Vancouver Island.

"It appears to be settling down," he said. "It does not mean we won't get another small wave coming through."

Canada's largest earthquake since 1700 was an 8.1 magnitude quake on August 22, 1949 off the coast of British Columbia, according to the Canadian government's Natural Resources website. It occurred on the Queen Charlotte Fault in what the department called Canada's equivalent of the San Andreas Fault ? the boundary between the Pacific and North American plates that runs underwater along the west coast of the Haida Gwaii.

In 1970 a 7.4 magnitude quake struck south of the Haida Gwaii.

The USGS said the temblor shook the waters around British Columbia and was followed by a 5.8 magnitude aftershock after several minutes. Several other aftershocks were reported.

The quake struck 25 miles (40 kilometers) south of Sandspit, British Columbia, on the Haida Gwaii archipelago. People in coastal areas were advised to move to higher ground.

Urs Thomas, operator of the Golden Spruce hotel in Port Clements said there was no warning before everything began moving inside and outside the hotel. He said it lasted about three minutes.

"It was a pretty good shock," Thomas, 59, said. "I looked at my boat outside. It was rocking. Everything was moving. My truck was moving."

After the initial jolt, Thomas began to check the hotel.

"The fixtures and everything were still swinging," he said. "I had some picture frames coming down."

Lenore Lawrence, a resident of Queen Charlotte City on the Haida Gwaii, said the quake was "definitely scary," adding she wondered if "this could be the big one." She said the shaking lasted more than a minute. While several things fell off her mantle and broke, she said damage in her home was minimal.

Many on the B.C. mainland said the same.

"I was sitting at my desk on my computer and everything just started to move. It was maybe 20 seconds," said Joan Girbav, manager of Pacific Inn in Prince Rupert, British Columbia. "It's very scary. I've lived here all my life and I've never felt that."

Residents rushed out of their homes in Tofino, British Columbia on Vancouver Island when the tsunami sirens sounded, but they were allowed to return about two hours after the quake.

In Hawaii, the tsunami warning spurred residents to stock up on essentials at gas stations and grocery stores and sent tourists in beachside hotels to higher floors in their buildings. Bus service into Waikiki was cut off an hour before the first waves, and police in downtown Honolulu shut down a Halloween block party. In Kauai, three schools used as evacuation centers quickly filled to capacity.

Fryer said the largest wave in the first 45 minutes of the tsunami was measured in Maui at more than 5 feet (1.5 meters), about 2 feet (60 centimeters) higher than normal sea levels. No major damage was reported.

In Alaska, the wave or surge was recorded at 4 inches (10 centimeters), much smaller than forecast, said Jeremy Zidek, a spokesman for the Alaska Department of Homeland Security and Emergency Management. The quake was felt in Craig and other southeast Alaska communities, but Zidek said there were no immediate reports of damage.

Five Halloween myths dispelled

Halloween is a time to let the imagination run wild, whether that means dressing up as your favorite fantastical creature or telling ghost stories in a dark room.

But enjoying the spooky treats of Halloween doesn't have to mean getting tricked by common myths and urban legends. From poisoned candy to vampires, read on for the truth about Halloween.

Myth #1: Evildoers use Halloween as an opportunity to poison children
It seems the perfect crime, albeit one out of a fairy tale: Wait for innocent kiddies to show up on your doorstep, then poison them with tainted Twix bars.

The only problem is, this "stranger danger" just doesn't happen. In only one case has a child died from eating poisoned Halloween candy. The candy was planted by the 8-year-old boy's father in an attempt to get the child's life insurance money. The convicted murderer, Ronald Clark O'Bryan, was executed in 1984 for the 1974 crime.

The only recent exception to the surprising lack of Halloween candy tampering is one odd case in 2008 in Ontario, where a handful of children in a single neighborhood found cold medicine pills in sealed boxes of Smarties. However, the orange gel capsules were obvious outliers from the rest of the candy, and no child consumed the medication. [13 Halloween Superstitions Explained]

Halloween is dangerous for kids in another way, though. According to an analysis commissioned by insurance company State Farm, Halloween is the deadliest day of the year for child pedestrian accidents. An average of 5.5 children die after being hit by a vehicle on Oct. 31 each year, compared with an average of 2.6 child deaths on other days. The message? If you want to protect kids on Halloween, drive safely.

Myth #2: Armed gangs will hunt pit bulls in the streets this year
A message spread on Facebook and Twitter this September warning dog owners to lock their doors on Oct. 31 because Halloween had been declared "National Kill a Pit Bull Day."

"Baseball bats, knives, bricks and poisons (a hotdog soaked in radiator fluid works well) are all suitable tools," ran the grammatically challenged message, attributed to someone named Terry Jordan. "Their owners like brag about there [sic] high threshold for pain. So don't worry them suffering they can take it."

In fact, as debunking site Snopes.com uncovered, the messages and warnings were all a hoax aimed at punishing Terry Jordan of Slater, Mo., a councilman who was a major player in developing an animal ordinance for the city. An early version of the ordinance singled out pit bulls as vicious, but the wording was later changed so as not to specify any particular breed as aggressive. Presumably someone in town was angry enough at the original draft to go vigilante on Jordan with the false "Kill a Pit Bull" post. It worked. Myth #3: Halloween is nearly as pricey as Christmas
A common bit of folk wisdom holds that Halloween is second in consumer spending only to Christmas. That may feel true as you're hauling giant bags of bulk candy home while wearing your custom-ordered Steampunk Witch costume, but unfortunately, Halloween isn't that big a boost to the economy.

In fact, according to the National Retail Federation, spending on Halloween costumes and candy is expected to hit $8 billion this year. That's dwarfed by Christmas holiday sales, which are expected to reach $586.1 billion this year. And other holidays pull ahead, too: Father's Day spending was estimated at $12.7 billion this year, and Mother's Day regularly pulls in more than that, clocking in at $14.1 billion in the lean year of 2009. Even schmoopy Valentine's Day does better than Halloween, with lovers spending around $17.6 billion on that holiday in 2012.

Myth #4: Sex offenders hunt on Halloween
Like tales of poisoned candy and apples filled with razor blades, the idea that sex offenders target trick-or-treaters appears to be an urban legend. According to a study published in 2010 in the journal Sexual Abuse: A Journal of Research and Treatment, there was no uptick in child sex crimes on Halloween.

Of 67,307 non-family sex offenses reported, none were more common on Halloween, the researchers found. In fact, according to the anti-sexual abuse organization Stop It Now!, 85 percent of sexually abused children are abused by someone they know, with as many as 47 percent of abusers in the child's own family.

Myth #5: Vampires are real
We're not sure how many people really believe this one, but just for fun, let's go over the mathematical reasons why vamps can't exist.

According to University of Central Florida physicist Costas Efthimiou, if the common myth of vampires were true (that they suck their victims' blood and turn them into vampires, too), the entire population of the world would have been converted into vampires in a mere 2.5 years after vampire legends emerged.

Using a human population of just over 5 million (the population in the 1600s), Efthimiou assumed that vamps would convert, at minimum, one person per month (hey, why not?). At that rate, the entire world would be vampires in less than three years, he found, even taking into account human population growth.

Of course, creative sorts could fudge the numbers ? what if vampires make other vampires only rarely? That is, after all, the fun of Halloween.

Google Now adds a slew of new trackable features

Google Now just got even more useful, adding a number of new things it can keep an eye out for through your Gmail account. That includes flights (you can see my hop out of NYC was canceled), restaurant reservations, hotel confirmations, events and packages. Basically, it's getting really close to mimicking a lot of what apps like Tripit and Slice can do.

Also in the update are some new cards, such as nearby attractions and photo spots, movie openings, concerts and more, Google says. Plus, there are new voice actions for launching apps, scheduling meetings and checking on upcoming appointments.

This is all part of the Android 4.2 improvements, as well. Have a look in Google Play and get your upgrade on!

Life Vs Home Improvement Best Laid Plans: Life Vs Home ImprovementWe have been planning for over a month now to redo the stairs. I?ve searched for ideas, bought the supplies, and scheduled no less than 3 work days. It seemed like a fairly simple process ? pull up the carpet, paint the stairs, choose a decorating scheme.

Then, life happened.

At first, we had trouble finding a free weekend. There was volleyball, soccer, Girl Scouts, and school activities. Once we made it through the sports? seasons, we had a little more time on our hands. I thought for sure we?d be able to tackle the project in just a few hours. Yeah, I?m hilarious.

On our first planned work weekend, the tween was diagnosed with scarlet fever (no, seriously) so the weekend was spent hauling her to the doctor, then the urgent care center, and then to the pharmacy. We spent the rest of the weekend nursing her back to health and keeping the children separated.

I can?t even remember what happened the next weekend, but I know the work day disappeared before I even knew it. Finally, I just started ripping out the carpet. I thought I could at least see what it would take to make it happen. The next thing I knew, I had ripped all the carpet out and was pretty much locked into the project.

When the hubby arrived home and saw what I was doing, he didn?t even roll his eyes before pitching in and finishing the job. The stairs are clear ? and I already love it so much more than the old, ratty carpet.

That was when I realized the stairs needed a little trim work before they could be finished. There were a few gaps here and there, due to the builders not taking the time to finish them properly. After all, they probably never imagined an insane woman ripping out the carpet one random Saturday night.

By that point, Home Depot was closed so our project was on hold. And Sunday was already booked. The rest of the week was fall break, with family fun activities and kids underfoot all day. Today was supposed to be another work day, but I hadn?t considered the evening?s plans with this idea. The girls are having friends spend the night, which makes dealing with wet paint a little difficult.

Okay, so tomorrow, right? Except by the time all our visitors are home, we still have the problem of finishing the job and getting the paint dried before the girls need to go up stairs for bed. And, this is a problem every weekend ? the girls are around, the pets are in the way. How do we paint stairs in a busy house?

I think we?ll have to get started early one morning, right after the girls are at school. Even if the stairs are not dried before they get home, at least we?ll have a few more hours to bedtime. Now, who wants to keep 2 cats and a dog while we paint?

Before converting to vaulted ceilings, make sure that you have AC installed to maximize air flow within the room.
