Hong Kong raises capacity concerns over Chinese tourists

AFP - A plan to allow millions more mainland Chinese to visit Hong Kong was delayed Friday as the southern city said it needed to consult with Beijing over its ability to cope with the influx.

Hong Kong leader Leung Chun-ying said his government would hold talks with the mainland authorities to discuss the "capacity of Hong Kong to receive these additional visitors".

"I have reflected the Hong Kong people's concerns to the central government and the central government views these concerns seriously," he said.

The plan to loosen visa requirements for millions of people in mainland cities, including neighbouring Shenzhen, was supposed to take effect from Saturday but had been delayed by three weeks to allow for consultation, he said.

"We will use the coming three weeks to liaise with the central government," Leung told a press conference.

More than four million non-permanent residents of Shenzhen could be allowed to enter Hong Kong with multiple-entry visas for the first time under the plan.

Some reports said the total number of people affected by the looser rules could number up to 10 million, posing a logistical headache for the already crowded city of seven million people.

Hong Kong received 28.1 million mainland visitors last year, a 23.9 percent rise over the year before and almost 70 percent of total arrivals.

The influx is good news for retailers and restaurants but many residents of the former British colony complain it puts too great a strain on public services including hospitals and transport.

Security Minister Lai Tung-kwok said the three-week delay would allow mainland authorities to "properly respond to the Hong Kong situation", adding that visitors needed to "come here according to our handling capacity".

Hong Kong is a favourite shopping destination for visitors eager to stock up on Western luxury brands, and as a semi-autonomous region it also attracts those wanting a taste of freedoms not available on the mainland.

Tournament within a tournament in Boston

NORTON, Mass. (AP) ? This was exactly what Rickie Fowler wanted to hear.

"I'd pick him," a voice called out behind the ninth green Thursday at the TPC Boston, causing Fowler to look over his shoulder and smile.

Too bad this pronouncement came from the caddie for Justin Rose, and not Ryder Cup captain Davis Love III, who now has the increasingly difficult decision of picking four players to fill out his American team.

The 99-man field in the Deutsche Bank Championship, which starts Friday, feels a lot smaller than that. This is the second event in the FedEx Cup playoffs as it moves closer to the Tour Championship and a shot at the $10 million bonus. But at least for the first few days, the chatter in a half-dozen players who face what amounts to the final audition before Love announces his picks Tuesday in New York.

Fowler is one of those players trying to make an impression. So is Hunter Mahan, who played two groups behind him in the pro-am. And right behind Mahan was Nick Watney, who wasn't even part of the Ryder Cup equation until he won The Barclays on Sunday. That made him No. 1 in the FedEx Cup standings, which made him happy. And it made Watney part of the Ryder Cup conversation, which made him ... well, he's not sure what to think.

Watney was such a long shot to make the Ryder Cup team a week ago that he hasn't been measured for a team uniform, and when Love hosted an informal dinner at the PGA Championship three weeks ago for potential Ryder Cup players, Watney didn't even get invited.

"For all I know, I'm not even in the conversation," Watney said. "I'm really not sure. All I can do is go and try to play my best. I know that's watered down and cliche, but it's really true. I'm not really shooting for any number or, 'If I finish in the top 10 I'll make it' because I'm just not sure. I guess I'll just to continue my momentum.

"And if I get that call, I could probably walk to Indy just as fast as fly because I'll be super, super excited."

Indianapolis, where the BMW Championship will be played next week, is the third stop in the playoffs. Getting to Crooked Stick is the goal for some three dozen players at the TPC Boston, because only the top 70 move on.

Among those on the bubble are Vijay Singh (No. 59), Pat Perez (No. 65), Sean O'Hair (No. 74) and Jason Day (No. 88).

Tiger Woods, whose injury-filled season a year ago kept him out of the playoffs, returns to the Deutsche Bank Championship. He won on the TPC Boston in 2006, the year before the FedEx Cup began. Woods fell to No. 3 in the standings because of a dismal weekend at Bethpage, and because players are grouped by their FedEx Cup seeding, he will play the opening two rounds with Watney and Brandt Snedeker, another Ryder Cup possibility.

Woods has talked to Love about the potential picks, and he has an idea what kind of player the captain is considering. But he's not saying, except for the idea that having too many guys from whom to choose is not the worst thing.

"It's nice that we have some depth, and we have some young talent out there to choose from, and we have some guys that are playing well, too, which is great," he said.

Woods pointed out that Paul Azinger came up with this model of waiting three weeks for the captain to make his picks, allowing players extra time to show their form.

"It can give guys an opportunity to play well in big events ? two playoff events ? but it also showcases guys who are hot, and that's the whole idea is to get guys that are hot," Woods said. "That's the thing that basically Davis and I have been talking about. And I'm sure we'll continue to talk."

It's also given some players time to break into a cold sweat.

Mahan looked to be on the team all year, especially after winning the Match Play Championship and the Houston Open, moving up to No. 4 in the world and making him the highest-ranked American. He has only had one top 10 since then, however, narrowly missed out on earning on the eight qualifying spots after the PGA Championship and didn't do himself any favors by missing the cut at The Barclays.

A small group of reporters was waiting on Mahan when he finished his pro-am on Thursday, and Mahan didn't need to hear a question to know what they wanted.

He also has a plan for the Deutsche Bank Championship.

"The last couple of weeks, I've tried not to think about it. I've tried to relax and play, and I don't feel that's me," he said. "I need to accept it and get excited about it. I do have a chance to make the team. I need to be a little more aggressive with it, relish the opportunity and not hide from it. It's there. It's going to take energy for me not to think about. Hey, I'd rather be in the mix for the Ryder Cup than not."

Steve Stricker and Jim Furyk are in the mix, though most indications are they are good bets to be picked. That would leave two spots for any combination of Fowler, Mahan, Watney, Snedeker, Dustin Johnson and perhaps someone who might win this week, such as Bo Van Pelt or even Bill Haas.

"Playing golf is all I can do," Fowler said. "I don't want the pick to be hard for Davis. ... I hope to play well and make the pick easier."

Fowler's three goals going into the year were to win on the PGA Tour for the first time, get to the Tour Championship for the first time and play in another Ryder Cup. He only has the first goal out of the way. He still controls whether he reaches the next goal.

The Ryder Cup?

That's wide open, making the next four days about more than another big tournament with an $8 million purse and a chance at a $10 million bonus.

Ski Resort Planning Rejected | The Dundalk Leader

Planning permission for a ?430m ski and leisure park that was to be located north of Dundalk has been refused by an Bord Pleanala. Plans for ?Altitude? which was to be one of Europe?s largest artificial ski slopes were initially given the go-ahead by Louth County Council. But? Louth Environmental group appealed, and last week the proposed development was rejected.

As well as the synthetic ski-slopes catering for different skill levels, the leisure complex included a water leisure dome, indoor adventure centre with climbing walls, an interactive golf driving range and an

entertainment complex that included a cinema, bowling alley, cafes, restaurants as well as a 100 bed hotel and self catering lodges.

The board found that the project was not compatible with the Smart Travel Scheme which aims to see significant reduction in travel by car by 2020. It was suggested that the complex would have required many of the potential 1.15 million annual visitors developers claimed would visit the site would need to travel by car, which would lead to unsustainable car-dependant development.

The Board also referred to the location being on a coastal flood plain as a reason for rejection looked to the proximity of the site to Dundalk Bay which Dundalk?s authorities have earmarked to highlight as an ornithological site of international importance and to attract visitors to Dundalk as laid out in Dundalk and Environs Development Plan 2009 ? 2015.

Innovative Leisure Systems are behind the proposed complex whose directors are former local Fine Fail counsellor Pearse Hanrahan and businessman Sam Curran. In a statement Mr Curran said the rejection was ?deeply disappointing for me personally and for all the team after some five years research, design and above all, passion for this project.?

He described the project as a ?beacon of hope? for the region and thanked local investors who shared his vision but now ?face an uncertain future?. He also apologised to the people of Louth, Leinster, and the Island of Ireland for failing to secure an international hub for recreation and minority sports programmes.

It was expected that ?Altitude? would have created 1,200 full time jobs and 380 part time positions over seven years on the 32 acre site and would have been completed by 2016. He described the project as a ?political hot-potato? but thanked Dundalk and Louth County Council for granting the application in the first place.

Mr Curran said that the team have not given up on the vision they have for Ireland but that they ?got the message from the people who do not want change?. If the developers want to press on they will have to resubmit for planning.

(AP) ? Johnny Cueto leads the majors in wins and has his sights set even higher.

Cueto scattered four hits over seven innings for his 17th victory and the Cincinnati Reds beat the slumping Arizona Diamondbacks 5-2 on Tuesday night.

"All I can promise is to try and keep going because I want to win 20 games," Cueto said through a translator. "I felt better as the game went on. I was able to gather more strength and continue."

Cueto (17-4) gave up two runs, struck out one and walked five for his eighth victory in nine decisions. The right-hander lowered his NL-leading ERA to 2.48.

"He's feeling it every time he goes out there," Reds manager Dusty Baker said.

Ryan Hanigan hit a two-run single and Todd Frazier added a two-run triple for the Reds, who won for the third time in four games and stretched their lead in the NL Central to seven games over St. Louis.

Jonathan Broxton pitched the eighth and Aroldis Chapman closed it out for his 33rd save and 25th straight, tied with Texas reliever Joe Nathan for the longest active streak in the majors.

Wade Miley (14-9) allowed three runs and seven hits over seven innings. He walked one and struck out five for the Diamondbacks, who have lost five straight and seven of nine.

"The first couple of innings everything was up," Miley said. "I was able to make the adjustment, but it didn't work out."

Arizona opened a 1-0 lead in the first when Gerardo Parra doubled, went to third on a wild pitch and scored on a sacrifice fly by Jason Kubel.

But the Reds rallied in the second and flipped the momentum with a long at-bat.

Frazier led off the inning with a single and Miley got ahead of Scott Rolen 1-2. Rolen then fouled off two pitches, took a ball, fouled off two more, took a third ball and fouled off five pitches in a row before drawing a 15-pitch walk.

"I'd have rather singled on the first pitch," Rolen said.

Baker thought the battle affected Arizona's rookie left-hander.

"That took a whole inning out of him," Baker said. "Foul off a pitch, foul off a pitch ? he was trying everything. That takes a lot out of a pitcher."

Chris Heisey singled to load the bases and Frazier scored on a wild pitch before Hanigan lined a two-run single to center for a 3-1 lead.

John McDonald reached on a fielder's choice and scored on a double to left by Parra in the fifth to pull the Diamondbacks to 3-2.

Frazier tripled home Brandon Phillips and Ryan Ludwick in the eighth against Matt Lindstrom, who was making his Arizona debut after being traded from Baltimore for Joe Saunders on Sunday.

"We were just up the one run so that little cushion was helpful," Frazier said.

NOTES: Phillips stole second in the eighth, his 11th stolen base in 12 attempts. ... Miley needed 54 pitches to get through the first two innings but threw only 53 over his final five. ... Reds RHP Mat Latos (10-4) will look to bounce back from a rough outing when he pitches Wednesday against LHP Patrick Corbin (5-5). Latos allowed seven runs and nine hits Friday against St. Louis for his first loss since July 18. Corbin will be the third straight rookie the Diamondbacks send to the mound.

BOSTON (AP) ? Mitt Romney may not have set out on the road to the Republican presidential nomination if not for a private meeting between strangers.

More than a decade ago, the 54-year-old Olympics CEO was at a crossroads as the closing ceremonies of the 2002 Winter Games approached. That's when Kerry Healey, head of the Massachusetts GOP, traveled across the country to meet with Romney. Inside the privacy of his office, Healey pressed the longtime businessman to run for governor. French figure skating judges waited outside as the meeting ran long.

"We had never met before. It was a cold call," Healey recalls.

Romney would soon agree to run, a decision that opened the next phase of his life.

Nine months after that February 2002 meeting, Romney was elected governor of Massachusetts. The post became the launching pad for a national political career that reaches its pinnacle Thursday when he accepts the Republican presidential nomination.

Those who know him well say it was not ambition that pushed Romney into politics anew after a failed 1994 Massachusetts Senate run. Instead, they describe a man driven to lead, likely the result of growing up in a family that emphasized service above all else. They say Romney truly believed in his own unique ability to solve problems.

He ran toward challenges, says longtime friend and business partner Bob White.

"A lot of people who just tuned in this presidential year haven't seen this history of stepping forward," White says. "It's that stepping forward that his parents talked about, not necessarily just public office. It how he's wired."

Indeed, Romney's father, George Romney, served as Michigan governor. He unsuccessfully sought the Republican nomination in 1968, later becoming a member of President Richard Nixon's Cabinet. Romney's mother, Lenore, later was an unsuccessful candidate for U.S. Senate.

It was clear early into Romney's one term as Massachusetts governor that he, like his father, saw opportunities to lead on a larger stage.

Less than a year after taking office, Romney sought and won the chairmanship of the Republican Governors Association. He raised tens of millions of dollars to help elect Republicans across the nation. In 2004, he made his first trip to Iowa, home of the leadoff presidential caucuses, to speak at the state GOP's fall banquet some weeks before President George W. Bush's re-election.

Romney would visit Iowa three times in 2005 and nine times in 2006. That year, he spent 212 days outside of Massachusetts. One trip included a visit to Iraq and Afghanistan to enhance his international credentials as his state grappled with a devastating flood.

His national focus hurt his standing back home. The fall before he left office, two in three Massachusetts residents disapproved of his job performance.

But by that time, there was little doubt Romney would seek the presidency. He already had declined to seek a second term as governor. He announced the formation of a presidential exploratory committee for the 2008 race on his next-to-last day as Massachusetts governor.

Romney quickly proved he was a prolific fundraiser and carved out a reputation that year as the conservative alternative to Sen. John McCain by shifting to the right on key issues after tacking more to the center as Massachusetts governor. He spent millions to win symbolic test votes and millions more to support a bloated staff.

Nearly always perfectly groomed and wearing a suit, Romney ended up struggling to connect with voters. His Mormon faith proved an impediment, especially in Iowa and South Carolina. And his reversals on social issues gave rivals fodder to tag him as a flip-flopping candidate with no core belief system.

Romney, who later acknowledged that his strategy was flawed, would ultimately lose the nomination to McCain.

Ann Romney vowed that her husband would not run a second time.

But feelings had changed around Christmas of 2010 when the Romney family met at the kitchen table to discuss the prospect of another bid.

"I said, 'Is it too late to fix the country? And Mitt said something interesting. He said, 'Well it is not too late yet, but it is getting late," Ann Romney told a Florida audience recently. "And knowing that there was still time, I said, 'There is no question whether we go forward or don't go forward, because it is up to you to save the country, and so we must go forward.'"

Romney was convinced he had to do things differently the second time around.

He worked to shed his buttoned-up image by wearing more casual attire, such as jeans, sneakers and shirts with the sleeves rolled up. Facing a weak Republican field, his campaign's rallying cry became "leaner and meaner." He hired a smaller staff and listened to fewer consultants. He stockpiled tons of cash and an outside super political action committee made up of former staffers did the same. He focused his pitch on the economy and defeating Barack Obama. And he walked a careful line between presenting himself as acceptable to the tea party ? a new insurgent group ? and catering to it.

Starting in Iowa, Romney and his allies eviscerated his rivals ? particularly former House Speaker Newt Gingrich ? on TV, burying them in negative ads. Romney was briefly announced the victor by a narrow margin before the Iowa GOP reversed course and declared former Pennsylvania Sen. Rick Santorum the winner. But by that point, Romney had cruised to victory in next-up New Hampshire. Gingrich then rose in South Carolina, shellacking Romney after casting him as a job-killer. Then came Florida, and Romney easily overtook the competition.

He clinched the nomination months later, then quickly set his sights on his next goal: defeating Obama.

Now Romney stands at the precipice of formally becoming the party's standard-bearer, and possibly the country's next president.

It's that image that first flashed in Healey's mind after her meeting with Romney a decade ago. By the time she left, Healey ? who would become Romney's lieutenant governor ? couldn't help but agree with the whispers that had already begun about his future.

Says Healey: "I had no doubt on my first meeting with him that he had the potential to be the president of the United States."

Adverse effects of mining industry provoke hard questions for medical humanitarian organizations

ScienceDaily (Aug. 28, 2012) ? Increasingly humanitarian organizations will find themselves responding to health emergencies provoked by the adverse effects of mining and other extractive industries, setting up a potential clash to do with the core principles and values at the heart of humanitarian medicine, writes Philippe Calain from the humanitarian medical organization, M?decins Sans Fronti?res (MSF), in this week's PLoS Medicine.

"A pragmatic approach of engagement with the corporate sector for the delivery of aid, or an implicit support to mainstream development agendas could compromise the legitimacy of humanitarian medicine," argues Calain. He continues, "A principled understanding of humanitarian medicine entails selfless moral commitments that are incompatible with the for-profit objectives of corporate industries."

Drawing on MSF's experience responding to the "worst lead poisoning epidemic in modern history" resulting from artisanal gold mining in Nigeria's Zamfara state, Calain explores the pitfalls, difficult alliances, and challenges medical humanitarian organizations must navigate in confronting the dire health consequences resulting from extractive industries, whether informal, illegal, or sanctioned.

He argues that, in developing countries, extractive industries (including ore mineral mining and oil extraction) have far reaching consequences on health through environmental pollution, communicable diseases, violence, destitution, and compromised food security. While humanitarian organisations might be called to intervene in areas occupied by the extractive sector, Calain argues that oil and mineral exploitation reveals a fundamental clash of values between humanitarianism, the for-profit sector, and privatised global philanthropy.

Operating in this relatively new terrain for medical humanitarian organizations -- outside the traditional humanitarian response to armed conflict, epidemics, and natural disasters -- requires a deeper examination of which types of compromises and alliances are acceptable. Responding to these kinds of emergencies, warns Calain, cannot be reduced to the development of medical and technical expertise alone.

"While advocacy and expansion of their operational expertise are obvious paths for non-governmental organizations, a more complex and ideologically loaded question to solve is about what type of relationships humanitarian organisations should entertain with the corporate sector," writes Calain. "Specific medical humanitarian organisations can respond to these challenges in different ways, based on their position between pragmatic or principled approaches, and their willingness to develop new technical capacities."

According to Calain, many mainstream medical humanitarian organisations would rather opt for no engagement with the natural resource extraction sector due to questions of values and conflicts of interest.

He concludes: "the Zamfara outbreak has called attention to a novel agenda for medical humanitarian organisations, including technical preparedness for environmental disasters, dialogue with international environmental organisations, and a better understanding of the exact role of resources extraction in perpetuating humanitarian crises."

(AP) ? George Clooney headlined a fundraiser Monday that took in more than a half-million dollars for President Barack Obama's re-election campaign, the second dinner this year where the actor has turned his A-list magnetism into political gold.

Clooney raised almost $15 million for Obama's campaign at Clooney's Los Angeles home in May. This time he turned to Geneva, the European hub of the United Nations and a global center for international organizations, governance and business, to pull in a more modest amount for the president's re-election effort.

Organizers said they had taken in at least $625,000 from U.S. donors for Obama's campaign, including many who were flying in to Geneva for the one-night event from around the world.

Americans Abroad for Obama, the event's sponsor, says on its Web site that guests are paying $15,000 per person to dine with Clooney, $5,000 for a photo with him and $1,000 to attend a reception before the dinner.

The event was being co-hosted by Geneva-based American lawyer Charles C. Adams Jr. and Matthew Barzun, Obama's campaign finance chairman. The gourmet dinner was being held at Adams' home in a historic part of the city overlooking Lake Geneva, where Adams held a previous fundraiser for Obama in 2008.

About 100 people were booked for the reception beforehand, also in the Old City, and 35 people were attending the private dinner at Adams' home that was prepared by Le Lion d'Or, an expensive restaurant in Cologny, one of Geneva's wealthiest areas.

Clooney arrived in Geneva from the villa where he typically spends time during the summer on northern Italy's Lake Como. Obama campaign officials in Washington confirmed the attendance figures but declined further comment.

The president has called the actor and director a good friend who tries to keep his distance so Obama won't be criticized for hanging out with Hollywood celebrities. In an interview with Entertainment Tonight earlier this month, Obama said he got to know Clooney through his work on Sudan when Obama was in the U.S. Senate. Clooney has led campaigns to end the conflict in Darfur, Sudan, and for more humanitarian aid for millions of people caught up in the fighting.

The Democratic president and Republican challenger Mitt Romney have both been aggressively hunting for campaign money overseas, seeking any advantage in a tight race that's expected to stay that way into the fall. Each has raised hundreds of thousands of dollars in this fashion, not including the sums raised overseas by both party committees, though it is just a fraction of the more than $300 million Obama has raised overall and the $155 million raised by Romney.

American citizens and green-card holders can legally donate regardless of where they live, subject to the $2,500-per-person contribution limit that applies to those living stateside. U.S. law bans foreigners from contributing to political campaigns. Campaigns, the parties and political committees are expected to review donors and reject any ineligible contributions.

Reasons Why Real Estate Investors Should Not Rely Only on ...

Property values always go up.

Or at least that?s what people believed.

For years, values have consistently climbed higher and higher at an average rate of around 5% per year. Real estate investors rely heavily on price appreciation to maximize their investment for the future. I know that I personally hope my properties will continue to climb in value for many years and I?ll be able to retire before I hit thirty-five.

But what if values don?t increase?

It?s a question worth asking. When you buy a property, you have a lot of control. You can decide many things, such as:

  • Where To Buy
  • How Much To Pay
  • How Much To Improve The Property

However, you do not have control over the future value. While we can hope that property values will continue to rise ? there is no guarantee.

So what happens if property prices stay level? What if they never improve? What if they decline? How does that affect your investing? I want to look quickly at three aspects related to this scenario and explain why real estate investing does not, and should not, simply rely on appreciation for success.

1.) Mortgage Still Being Paid Off

Even if prices never climbed any higher, unless you purchase a property with an interest-only loan, the mortgage balance is still decreasing each and every month. This means next month you will owe less than today, and today you owe less than last month. If you amortized the loan over a thirty-year period, then in thirty years you will owe nothing. Even if your property hasn?t doubled or tripled in value by then you still have significant equity and cashflow.

This is a good reason why, depending on your investment strategy, constantly refinancing and pulling out equity may not be a wise decision. I know there are math nerds out there that will tell me how if I pull out equity at 5% and make a 10% return-on-investment on that money I will be richer. I understand the math (after all, I was president of my high school Math Club?)

The problem is, as Dave Ramsey likes to say, 100% of all foreclosures last year happened to people with mortgages. Don?t get me wrong ? I?m not suggesting you shouldn?t finance your properties (though, paying all cash for them is not a bad way to invest if you have the funds). I am, however, encouraging you to look at the long term picture and think of the end game. If prices never climbed, in thirty (or fewer) years you will own a piece of property that is free and clear but producing income.

2.) More Incentive To Make Your Money At The Purchase

You?ve heard the quote, ?A rising tide lifts all ships.? This is what appreciation is ? a rising tide. It?s also an excuse to invest lazily, assuming the market will bail you out. In the frenzy which was the real estate market in the mid 2000s there were ?gurus? out there advocating spending ANY amount to buy a property, because the market would eventually catch up. Thousands of investors lost everything because of this mentality when the market didn?t just stop climbing ? it fell (and fell hard).

Warren Buffet is famous for saying, ?Only when the tide goes out do you discover who?s been swimming naked.?

This is what happens when investors rely on appreciation to save them rather than relying on cold hard facts and figures. When I invest, I buy property with the assumption that it will NEVER climb in value. Never. Appreciation is the icing on the cake, not the freight train to freedom. If my property was suddenly worth double what I paid, I would be ecstatic. However, if it stayed the same or even decreased ? it doesn?t change the fact that I bought correctly and the cashflow is still proving income day in and day out. This is the story behind my favorite property, the Kurt Cobain duplex.

Don?t make the same mistake as the thousands of investors who followed the gurus and lazily invested in anything. Stick to strict buying standards and make your money when you buy ? not when you sell.

3.) You Can Always Find Ways to Force Appreciation

The ?market? is NOT your property. Each property is different and comes with a different set of challenges and opportunities. Don?t assume that just because ?the market? isn?t improving that your own property can?t increase in value either. There are hundreds of ways to maximize your property and increase the value without relying on real estate appreciation. I don?t need to go into extreme depth to cover this, as I discussed specific ways to easily increase property values in my previous article Ten Quick and Easy Ways to Increase Your Property?s Value. It?s enough to know that appreciation can, and should, be forced.

Donald Trump said, ? If you plan for the worst ? if you can live with the worst ? the good will always take care of itself. ? It?s with these words that I want to close. Appreciation should be an added benefit, not the end game. Invest like values will not increase and you?ll find yourself in the best case scenario no matter what the market does. Even if value does not increase, and I may not be able to retire by thirty-five (and what would I do then but continue my passion of investing in real estate?), I still am able to ensure success and minimize the risk down to almost none. To me, that is more important than the hope that prices will rise forever.

Lawyer appeals Pussy Riot members jail sentences

MOSCOW (AP) ? An attorney for three members of the Pussy Riot punk band says she has appealed the verdict of a Moscow court that sentenced the women to two years each in jail.

The women were put on trial after performing a "punk prayer" at Moscow's Christ the Savior cathedral in which they called on the Virgin Mary to deliver Russia from its leader, Vladimir Putin.

Lawyer Violetta Volkova said the appeal was submitted to the Khamovniki district court Monday.

The punk rockers' trial caused an international furor, and celebrities including Paul McCartney, Madonna and Peter Gabriel have called for the women to be freed.

The pursuit of the band members has further highlighted the Kremlin's spiraling crackdown on the opposition and critics since Putin returned to presidency in May.

5 Ways to Get More Laughs out of life - The Self Improvement Blog

Most people have heard about the numerous studies conducted on the healing power of laughter.? A good bout of laughter has been linked to health benefits like decreased pain, increased blood flow, the release of endorphins, and reduction of inflammation.? Other positive health effects include reductions in stress hormones and a strengthened immune system.

With all of these proven benefits, we would all do well to get more laughter in our lives.? Adults are said to laugh only about 20 times a day, compared to babies, who laugh about 300 times per day.? So how do we teach ourselves to laugh more?? Here are five ways to get more laughs out of life.

  1. Enlist the help of a coach.? If you?re finding it difficult to even fathom adding more laughs to your life, enlist the help of a life coach.? There are several different kinds of coaches who could help you with this problem.? Laughter can be a part of stress management, wellness coaching, holistic coaching, or motivational coaching.
  2. Watch a hilarious television show or movie.? While everyone has a different sense of humor, most people can find a television show or movie that makes them break into some healthy bouts of laughter.? Many studies on laughter include watching funny videos of some sort, so why shouldn?t you do the same to induce your own laughter?
  3. Spend some time with children.? Kids are some of the silliest people around.? They?re always doing things that will make you laugh, and they laugh more than the average adult.? We all know how much easier it is to laugh when someone else is already laughing, so it certainly pays to be around children who laugh a lot more than you do.
  4. Get together with friends more often.? Social laughter also comes a lot more easily than other types of laughter.? One of the most recent studies on laughter showed that it is largely a type of social bonding, so it?s only natural to laugh more when you?ve got friends around.
  5. Enroll in a laughter yoga class.? Laughter yoga is very similar to regular yoga, although it comes with bouts of laughter accompanying the movements.? Aside from giving you more opportunities to laugh with others, these classes also help you learn how to laugh more spontaneously.

At the end of the day, you?re the only one who knows what will make you laugh.? You have the power to create opportunities for yourself, so do whatever it takes to fit some more laughs in your life.? Don?t be afraid to turn to others if you need help getting started.? Sometimes all you need is some effective coaching to get off on the right foot.

You may find it helpful to keep a laugh log to see just how many times you laugh each day.? But make sure that you?re only counting deep belly laughs.? Those little titters or mild snorts of amusement don?t bring the same benefits as a full belly laugh.? Just use this list as a jumping off point and then get laughing!

Human Case of West Nile Virus Turns Up in Toms River - Toms ...

The first human case of West Nile Virus in Ocean County for 2012 has been confirmed by county health authorities.

The county resident, who WOBM radio reported was from Toms River, was not identified by name or age. The person reported mild symptoms and has since recovered, officials said.

The Ocean County case was the fourth human infection in New Jersey this year, said Daniel Regenye, Ocean County Health Department Public Health Coordinator.

"People need to make sure they are either covered up to protect themselves from mosquitoes or use mosquito repellent, making sure to read the directions if applying to children," said Regenye in a statement.

West Nile Virus is mainly transmitted through the bite of an infected mosquito, officials said.

"Most human WNV infections produce no symptoms or mild to moderate symptoms that include fever, headache and body aches and may be accompanied by a skin rash and swollen lymph glands," said Jennifer Crawford, OCHD Communicable Disease Supervisor.

The disease can be more dangerous, and in rare cases fatal, in children and the elderly, as well as those with compromised immune systems.

So far this year, the county has sent 77 dead birds to a state laboratory, and 17 of them of them have tested positive for West Nile infection.

Health officials said residents can help limit the spread of the diease by eliminating mosquito breeding grounds, normally areas of standing water such as bird baths, outdoor pet dishes, old tires, wheelbarrows, trash can lids and wading pools. Residents with ponds should consider stocking them with mosquito-eating fish, Crawford said.

The county's Mosquito Control Commission has also stepped up efforts to locate potential breeding spots, including conducting surveillance of mosquito pools in areas where dead birds have been found.

Tunisian President Moncef Marzouki on Friday attacked his Islamist allies in the ruling coalition, accusing them of seeking to monopolise power, in a letter read at the opening of his party's congress.

"What complicates the situation is the growing feeling that our Ennahda brothers are working to control the administrative and political operations of the state," Marzouki said in the letter, which was read out by one of his advisers.

"This behaviour reminds us of the bygone era" of ousted dictator Zine El Abidine Ben Ali," he added, condemning "the appointment of supporters (of the Ennahda party to key posts) whether or not they are qualified."

Reacting to the president's charges, several top government officials belonging to the Islamist party walked out of the conference, including Human Rights Minister Samir Dilou and Interior Minister Ali Larayedh, according to an AFP reporter.

Marzouki belongs to the Congress for the Republic (CPR), a secular, centre-left party that partners Ennahda in the ruling three-party coalition, along with Ettakatol, also on the centre-left.

The moderate Islamist party dominates the alliance, after winning the largest share of votes in legislative elections last October, with the premiership going to Ennahda's Hamadi Jebali.

Many civil society and opposition activists have criticised the president, a veteran human rights activist and dissident under Ben Ali, for not resisting the Islamist party's increasingly authoritarian tendencies.

In particular, Ennahda has been denounced for appointing its supporters to prominent positions in the public media and for drafting a law that would jail for up to two years anyone convicted of attacking sacred values.

Critics are also furious with the Islamists for seeking to amend an article in the constitution that refers to the "complementarity," rather than equality of women to men, which brought thousands of Tunisians onto the streets in protest last week.

Marzouki's comments come two months after a political crisis that almost brought the coalition government down, when Jebali ignored the president's opposition to the extradition of former Libyan premier Baghdadi al-Mahmudi.

There are also deep divisions within the coalition over the nature of the new constitution, with Ennahda pushing for a pure parliamentary system and the other parties wanting important powers to remain in the hands of the president.

The CPR is due to a adopt a programme by the end of its congress on Sunday, elaborating its political strategy ahead of planned elections next year and clarifying its direction, after differences among its members emerged in recent months.

Several of its representatives in parliament have left the party to join new political group Wafa.
