In a previous post we reported an editorial in the newspaper ?Le Monde? dated 15 February 2012, from the work and proposals of the Conf?rence des Grandes Ecoles ? major schools conference (CGE) worrying about the trivialization of a problem recurring in the French educational system: the exit without diplomas from 150,000 to 160,000 young people per year (on 700000-800000 ?incoming? every year), Brittany and the Breton departments unfortunately also taking their part, even if , according to a study by the INSEE (Octant analysis, January 2012, Number 27: Britons income during the crisis of 2009), Brittany confirms its position as the less unequal and less exposed to poverty.

At its congress recently held in Nantes, Brittany, CGE (which includes 220 schools with the best preparation in management, engineering, such as HEC, Central , ESSEC) seizes again the same subject by issuing same as those already issued proposals during the presidential campaign, proposals remained at this day a dead letter, for ?a pact to the nation? : if the state agrees to spend 20 billion euros to the entire area of ??the higher education over 10 years, the CGE will handle ?dropouts?.
The President of the CGE, Pierre Tapie, said ?it is very important that the country achieves this investment, but we can not expect such an effort without academics commitment in return .? And remember what is yet evident that these ?150,000 young people each year, three million people over 20 years, represents a social time bomb.?
Practically ?dropouts? would be welcomed in ?institutes horizons jobs? ad hoc structures, ?for 2 years. Objective: ?put their foot in the door to begin their professional life. They would spend a third of their time in universities and high schools, two-thirds would be led by business and retirees who become mentors and professional reference by students of bachelor?s and master. ?
Universities and colleges would make available their premises and their educational engineering. Business and their time frames.
Of course, many obstacles stand in these proposals, the numbers of which the quality of supervision. CGE will not deny but points out that ?the model of second chance schools (E2C), created from a decade is not expandable to 150,000 young people.? Therefore innovate.

This raises the problem of financing this measure. General Inspectorate of Finance (IGF) identifies ?total 1244 state-related agencies, which have cost 50 billion Euros in 2012;? to reduce this cost, IGF advance 35 proposals, including in particular the removal of 60000 posts? (Le Monde, 09/17/2012).
A suggestion to the concerned Minister: if you look for closely, the 20 billion euros over 10 years claimed above by the Conf?rence des Grandes Ecoles are perhaps the economies of scale offered by the IGF. And there is an emergency.
