Good, but not so healthy.

Mix of policy options needed to discourage junk food consumption and encourage healthy lifestyles

SUMMIT COUNTY ? With obesity rates still on the rise in North America, governments are under pressure to take stronger regulatory steps to curb rising health-care costs for maladies such as diabetes, heart disease and some cancers.

A recently published series of papers from the University of Alberta examines some of the options available for policy makers seeking to promote healthier eating, including zoning restrictions on fast food restaurants, mandatory menu labels, higher taxes on junk food or even incentive-based approaches for pursuing a healthier lifestyle.

?Since eating and physical activity behavior are complex and influenced by many factors, a single policy measure on its own is not going to be the magic bullet,? said Nola Ries, of the university?s?Faculty of Law?s Health Law and Science Policy Group. ?Measures at multiple levels ? directed at the food and beverage industry, at individuals, at those who educate and those who restrict ? must work together to be effective.?

Ries cautions that finding a solution to such a widespread, complex problem will require a multi-layered approach. In one of her papers, she explaine that several countries have already adopted tax measures against snack foods and beverages, similar to ?sin taxes? placed on alcohol and tobacco.

Although Canada has imposed a goods and services tax on various sugary and starchy snacks (no tax is charged on basic groceries such as meats, vegetables and fruits), Ries points to other countries such as France and Romania, where the tax rate is much higher. She says taxing products such as sugar-sweetened beverages would likely not only reduce consumption (and curb some weight gain) if the tax is high enough, but also provide a revenue stream to combat the problem on other levels.

?Price increases through taxation do help discourage consumption of ?sin? products, especially for younger and lower-income consumers,? said Ries. ?Such taxes would provide a source of government revenue that could be directed to other programs to promote healthier lifestyles.?

Ries said putting nutrition-value information where consumers can see it will enable them to make better food choices. She says many locales in the United States have already implemented mandatory menu labeling. Even though some studies say menu labels do not have a significant impact on consumer behavior, nutrition details might help some people make more informed eating choices.

?Providing information is less coercive than taxation and outright bans, so governments should provide information along with any other more restrictive measure,? said Ries. ?If a more coercive policy is being implemented, it?s important for citizens to understand the rationale for it.?

Some programs designed to create more active citizens, such as the child fitness tax credit, do not seem to have the desired effect. Yet, Ries said offering incentives for living healthier and exercising more may have a greater impact on getting people active.

She points to similar programs used for weight loss and smoking cessation, which had a positive effect on behavior change, at least in the short term. More work needs to be done to establish an enticement plan with longer-term effects, one that may incorporate points accumulated for healthy types of behavior that could be redeemed for health- and fitness-related products and services.

She said investing money into more direct incentive programs may be more effective than messages that simply give general advice about healthy lifestyles.

?Instead of spending more money on educational initiatives to tell people what they already know?like eat your greens and get some exercise?I suggest it?s better to focus on targeted programs that help people make and sustain behavior change,? said Ries. ?Financial incentive programs are one option; the question there is how best to target such programs and to design them to support long-term healthy behavior.?

Why children with asthma are more likely to be bullied

ScienceDaily (Sep. 2, 2012) ? New research has uncovered several factors which could explain why children with asthma are at an increased risk of being bullied.

The study, presented today (2 September 2012) at the European Respiratory Society's Annual Congress in Vienna, highlights the need for doctors to talk to children with asthma about bullying, as well as the impact the disease could be having in other areas of their life.

Bullying or teasing of children with any chronic medical condition is common, yet it is not always clear what factors contribute to this. Researchers from the Derbyshire Children's Hospital, in the UK, used data from the large six-country "Room to Breathe" survey of childhood asthma, to look at the factors associated with an increased risk of bullying.

Parents and children aged 7 years and above were interviewed as part of the study. Data was collected from 943 questionnaires which asked questions about conditions at home, lifestyle of parents and children and their overall experience of their condition.

The results revealed a number of factors associated with an increased risk of bullying. Factors such as a reduced participation with sport and feelings of sadness were significantly associated with an increased risk of bullying. Additionally, factors that could be improved, such as poor asthma control, parental smoking and parents' on-going worries about their child's health, were also associated with bullying.

Dr Will Carroll, from the Derbyshire Children's Hospital, said: "Our findings emphasise the need for doctors and nurses to speak to their patients about the effects their condition has on all aspects of their life. We know that bullying is associated with asthma and these findings can help us understand why this is case.

"A number of the factors identified are things that can be changed, such as participation in sport, asthma control and parental worry over their child's health. As doctors, we must work with families to ensure these risk factors are removed and work with schools and teachers to ensure children with asthma are able to participate in sports at a level that is safe for them."

David Supple, the parent of an asthma sufferer, said: ""When you have a child with exercise-induced asthma it can be really hard to get them to participate. You can be scared to push them -- but the health and social benefits far outweigh the fear, and can help build a lifetime of confidence against bullying. We have made a real effort to include our son, Alex in as much sport as we can to ensure that he isn't excluded from different groups and to keep a wide balance of friends."

BEIRUT (AP) ? Syrian warplanes and ground forces pounded the country's largest city Aleppo with bombs and mortar rounds on Saturday as soldiers clashed with rebels in its narrow streets, activists said.

The latest violence shows that government troops are still struggling to clear the city of lightly-armed rebel forces nearly five weeks after they stormed their way into it.

Activists also said rebels captured an air defense facility in the east of the country near the border with Iraq, where opposition forces have claimed advances over the past days.

The Britain-based Syrian Observatory for Human Rights said the clashes in Aleppo were concentrated in several tense neighborhoods ? Hanano, Bustan al-Qasr, Sukkari and Maysar. It reported injuries and damage to buildings.

Another activist group, the Local Coordination Committees, said the government was making heavy use of warplanes in attacking rebel areas.

A video obtained by The Associated Press Television News showed rebel fighters, some in civilian clothes, in the street trading fire with government troops.

Activists say that this is the second day of a rebel push in Aleppo dubbed "Northern Volcano" targeting security facilities in the city and the surrounding province, including an artillery training school, a compound of the feared air force intelligence, and a large army checkpoint.

For over a year after the uprising against President Bashar Assad regime began in March 2011, Aleppo and Damascus stayed relatively quiet. But in July, rebels launched a brazen attack on the two cities, capturing several neighborhoods.

Government forces have regained most of the Damascus area but are being held at bay in Aleppo.

In the east, the Observatory reported that rebels captured an air defense post in the town of al-Boukamal in the oil-rich province of Deir el-Zour that borders Iraq. A video released by activists showed soldiers who said they were captured at the post after rebels took it. The authenticity of the video could not be independently confirmed.

The fighting comes as veteran U.N. diplomat Lakhdar Brahimi is due to begin a peacemaking mission, replacing Kofi Annan who quit after his six-point plan including an April 12 cease-fire failed to stop the bloodshed.

Unlike Annan, who was based in Geneva for six months, Brahimi will make his center of operations in New York, where he hopes he can better influence the U.N. Security Council to unite around a plan to end the violence.

Russia and China used their vetoes on the council to block U.N. sanctions against the Syrian regime, despite entreaties by the U.S. and other Western nations.

Annan blamed divisions on the 15-nation Security Council for the failure to persuade Assad and the opposition to end the conflict.

Brahimi, a former Algerian foreign minister who has been a U.N. envoy to Afghanistan and Iraq, said his first task will be to overcome the divisions in the Security Council and get it to speak "with a unified voice."

Activists say more than 20,000 people have been killed since the beginning of the uprising, which eventually became a civil war.

Despite the government's control of Damascus, opposition fighters continue to stage attacks using hit-and-run tactics in neighborhoods where they enjoy popular support, activists say.

Early Saturday, government forces bombarded the capital's southern neighborhood of Tadamon followed street fighting with rebels there, the Observatory said. The LCC said troops also shelled the nearby neighborhood of Hajar Aswad.

The state-run news agency SANA said army Brig. Gen. Taher Subeira was killed by "terrorist" who placed a bomb under his car parked in front of his Damascus home and detonated it when he got into the vehicle.

The Observatory said the bodies of five unknown people were found in the neighborhood of Qadam, shot execution-style.

Other clashes were reported in Idlib province on the border with Turkey, in Daraa near the Jordanian frontier, and in the central province of Homs near Lebanon, activists said.

SANA meanwhile reported Saturday that 225 detainees who took part in anti-government protests were released. The amnesty by authorities is the second in a week as some 378 prisoners from Damascus and the central province of Homs were freed on Monday.

Rights activists say tens of thousands of Syrians have been detained over the past 18 months.

Clint Eastwood?s 12-minute rambling Republican National Convention speech endorsing presidential candidate Mitt Romney isn?t going ?Unforgiven? in the viral world.

After Eastwood ? the 82-year-old grizzled actor/director of such blockbusters as the ?Dirty Harry? franchise, ?Million Dollar Baby,? and ?Gran Torino? ? directed pointed questions at an empty chair representing an invisible President Barack Obama, several celebrities took to their Twitter accounts to heckle the movie star.

?I heard that Clint Eastwood was channeling me at the RNC. My lawyers and I are drafting our lawsuit,? tweeted comedian Bob Newhart.

?Clint Eastwood on the phone with Obama now, ?It all went according to plan, sir,?? tweeted comedian Chris Rock.

Pointing at the chair, Eastwood ? whose catchphrase ?Go ahead, make my day,? has been seared in public consciousness for decades ? asked ?Obama,? ?So, Mr. President, how do you handle promises that you have made when you were running for election, and how do you handle them? I mean, what do you say to people? Do you just ? you know ? I know ? people were wondering ? you don?t ? handle that OK. Well, I know even people in your own party were very disappointed when you didn?t close Gitmo (Guantanamo Bay). And I thought, well closing Gitmo ? why close that, we spent so much money on it. A new Twitter account, @InvisibleObama, amassed close to 40,000 followers within hours of Eastwood?s speech.

?Quick. Turn on MSNBC. I?m going to be all over it right now,? said one account tweet. ?Well just my chair, unless u have invisible glasses. Or ur Clint Eastwood.?

Twitter users also started posting pictures of themselves gesturing angrily at empty chairs under the hashtag of ?Eastwooding.?

The Obama camp was quick to get in on the joke, tweeting a photo of the back of the commander in chief?s chair with Obama?s head peeking over it with the line, ?This seat?s taken.?

Todd Van Hoosear, founder of Cambridge-based social media marketing agency Fresh Ground described Eastwood?s speech as ?embarrassing? even without the gleeful online mockery.

?Clint Eastwood didn?t need social media to make a fool out of himself,? he said.

The Academy Award-winning director also made awkward off-color jokes, suggesting the invisible president was making obscene remarks.

?(Romney) can?t do that to himself!? he chided the chair at one point.

But Romney?s campaign defended Eastwood after the speech.
